What happens to a PA if his boss transferred to other agencies?

I don't think there is an official facility for this, but I would advise the PA in question to speak to a member of Senior Staff to have other arrangements made.

Having no master would not necessarily present any problems in terms of being promoted, but there is the issue of being paid by one's boss.

The opposite happened to me xD my PA transfered to other agency

The PA in this case usually gets to instantly go to LA if the Senior Staff wishes to do so.
Not many cases happen like this where the 'boss' transfers or quits, but as Pazan said go to a Senior Staff Member.
