Which video editing software are you using?
If you're using Windows Live Movie Maker, click on the Edit tab and click on 'Add Music'.
If you're using Sony Vegas Pro, click on Insert > Audio track. Once the track is created, click on the open button and select the audio file.
That is the basic format of adding audio to videos, if you're looking for more detailed explanations on how to sync the audio to the video which you created, there are loads of tutorials which are a search away on YouTube, depending on what video editor you use.
